What is the goal of the USAR challenge?

Teams are set a number of scenarios, which will test the range of core competencies which they are required to maintain, to enable the delivery of this National Resilience provided Asset. These core competencies comprise of:

Technical Search – using specialist search equipment such as cameras and listening equipment to locate missing or trapped persons. 

Shoring – teams can deploy a number of systems to stabilise structures, vehicles etc.  Using either bespoke metal equipment known as Paratech, or creating a timber system.

Lifting and Moving – teams can deploy a range of options for lifting and moving large or heavy sections of rubble, these will including; Airbags, Jacks / Rams, Winches /Hoists, Tri-pods/Bi-pods, Pry-Bars, Rail system’s/Rollers

Breaking and Breaching – teams can deploy a number of options to make entry into structures, vehicles etc. They carry a huge cache of equipment used to breach/ break all common materials used in the construction of buildings & vehicles.


What are the scoring criteria of this challenge?

The USAR teams are assessed on their equipment and work system proficiency, teamwork and efficiency, safety and a casualty centred approach. The team leader is scored on their management of the scenario through planning and communication, command and control, maintenance of a safe working environment and delivery of the scenario against the clock.

The Urban Search and Rescue (USAR) Capability has been developed to provide national coverage to risks, and response to emergencies and is based across a network of 20 strategically located USAR teams hosted by 17 Fire and Rescue Services (FRS’s) 16 across England and 1 from Wales. The location of these teams is based on the outcome of the National Risk Assessment (NRA) and the National Resilience Planning Assumptions (NRPA)
