Neil Odin

Neil Odin

Executive Chair & Trustee

Neil has worked in the British Fire and Rescue Service since 1991 and has served in three Services becoming Chief Fire Officer of Hampshire and Isle of Wight Fire and Rescue Service in January 2018. 

Neil has a Masters Degree in Business Administration from the University of Southampton and is a member of the Institute of Directors and a Graduate member of the Institution of Fire Engineers.

Neil is the UK National Fire Chief’s Council lead for international development and learning from Fire Services across the world.

Neil is Chairman of the United Kingdom Rescue Organisation (UKRO) which brings together the UKs rescue services to develop their skills and improve rescue standards. 

Neil is also a Trustee of the Blue Lamp Trust which was established to promote and enhance community safety across Hampshire and the Isle of Wight.

Neil is the Local Resilience Forum Chair in Hampshire and the Isle of Wight ensuring the effective multi agency response to emergencies and disruptive events.

Neil was awarded a Queens Fire Service Medal (QFSM) in the 2022 Queen’s birthday honours.

Dan Quin

1st Vice Chair & Trustee

Dan joined the British Fire and Rescue Service in 1999, serving at Surrey Fire and Rescue Service. In October 2019 Dan became the Deputy Chief Fire Officer, having served in various roles throughout the organisation.

Dan has a Masters Degree in Business Administration, is a graduate of the Institution of Fire Engineers and is a fellow of the Charted Management Institute and Institution of Leadership and Management.

After a period as a competitor in the extrication challenges, Dan joined the UKRO as an Extrication Assessor in 2006. Dan is now the Vice-Chair.

He is the National Fire Chiefs Council (NFCC) Transportation – Road Lead, part of the Technical Response team of the Operations Coordination Committee; enabling the development of rescue standards, not limited to extrication, to be directly reflected in National Operational Guidance (NOG).

More recently, Dan has been working with the NFCC Central Programme Office to establish mechanism for the implementation of rescue-related NOG across the Fire and Rescue Sector.

Mark Baxter

2nd Vice Chair & Trustee

Mark is one of the Vice Chairs of UKRO.

Guy Goodman

Director & Trustee

Guy is the Director for Corporate Services within the UKRO.

Guy has been a local government lawyer for 30 years and was previously Solicitor & Monitoring Officer at Leicestershire Fire & Rescue Service and then at Avon Fire & Rescue Service. 

Guy is responsible for legal affairs, insurance, governance, finance and health & safety at UKRO.  He is the co-ordinator of the UKRO Challenge.

Cameron Black

QFSM

Director & Trustee

Cameron has been involved in the UKRO since 1996 and has worked in a number of roles within the organisation, as an assessor, the lead for international development, the Director of Organisational Development, Marketing and Communications and in his current role as Director of UKRO Global (incl. International Development Programme IDP).

He has been an operational officer within Strathclyde Fire and Rescue and the Scottish Fire and Rescue Service (SFRS) and currently works within the SFRS as a Civil Contingencies Officer.

Cameron, is also the Secretary of World Rescue Organisation. He has extensive international development experience and has worked in Romania, Poland, South Africa, Russian Federation, Brazil, Serbia, Moldova, the Czech Republic and has been promoting professional rescue across the globe for many years.

Ian Greenman

Director & Trustee

Ian is the Director for Organisational Development, Marketing & Communications (ODMC) within the UKRO.

He is a recently retired Fire Officer having worked for South Wales Fire & Rescue Service for 34 years.

He has a long association with the UKRO having first competed some twenty two years ago, then became an Assessor at UK, International and World level. He then moved into a role of Marketing lead for the Charity before stepping into his current role early in 2020.

He has an active interest and passion for the UKRO and is keen to extend its brand and share its values and benefits with Business Partners in order to promote and advertise it in all aspects of the rescue environment.

Andy Dixon

Andy is the Director for Rescue Challenges within the UKRO.

Andy is a Station Manager with Lincolnshire fire and rescue, he has been involved with UKRO for 12 years from competing in the Lincs extrication team to his current role looking over the operations directorate.
